International loans
The country of Denmark is responsible for financing the coast-to-coast section and the Danish landworks. To this end Femern A/S is taking out loans on the international financial market. The Danish government is providing state guarantees for these loans because it will be the owner of the fixed link across the Fehmarnbelt. As a result of these guarantees, the loans can be taken out by Femern A/S at the same terms and conditions available to the state.
A user-financed project
These loans will not be repaid by Danish taxpayers but by the users of the fixed link. Denmark will impose toll charges for road use and fees for the use of the rail lines. This proven state guarantee model was successfully used to finance the links across the Great Belt and the Øresund.
The investments in the Fehmarnbelt Fixed Link and the Danish landworks are estimated to pay for themselves within roughly 39 years. The loans for the link structure alone, without taking the Danish landworks into consideration, would be paid off within 33 years.
