Femern A/S has prepared a proposal for the environmental investigation programme for the Fehmarnbelt Fixed Link (coast-to-coast), known as a so-called “scoping report”.
The purpose of the scoping report is to determine the framework for the content, scope and area of the investigations concerning natural and environmental conditions to be carried out in connection with the planning of the Fehmarnbelt Fixed Link.
The scoping report has been distributed for official consultation in Denmark during the period between 21 June 2010 and 6 September 2010 as a part of the process. This gave members of the public an opportunity to put forward their comments and views. The response to the consultation by the Danish authorities and stakeholder organisations may be read below.
Femern A/S has prepared a consultation memo, in which the Danish responses to the consultation have been commented on. It is the opinion of the Ministry of Transport and the Ministry of the Environment that the responses to the consultation will not entail any requirement to make changes to the environmental investigation programme presented for the coast-to-cost project.
On the basis of the anticipated new EIA requirement put forward by the European Commission, Femern A/S will in the EIA report for the project integrate and assess the environmental consequences partly with regard to the extraction of large quantities of raw materials, which will be used in the project, and partly with regard to the establishment of a manufacturing facility for the production of bridge or tunnel elements.
The proposal for the environmental investigation programme has also been distributed for consultation during the same period with the relevant German authorities and organisations entitled to participate in the consultation, and the countries surrounding the Baltic Sea and Norway have also been consulted; cf. the Espoo Convention.
It is anticipated that the EIA report will be published and distributed for consultation in 2012.
